In this instance, based on what the photographers are saying, probably. But it's worth noting that the news agency has evidently altered its captioning on those pictures.
I had a conversation with someone today, who I will simply describe as a 60-something white American. They commented on the dreadful state of New Orleans, with the "blacks looting everything." Of course, he's just describing what he saw on tv.
