You may recall the article in Wired a while back about the new attemps to re-skin the Windows OS to look like Mac's OSX. Engadget has an article that tells you a few ways that you can do it yourself.

When I first installed XP on my laptop, I hated the new UI and spent my first 20 minutes with it making it look and behave like 2000. Eventually I got bored with it and found Style XP and this website...

I haven't found the time to make any of my own themes yet, but I'll do it eventually.
