Sadly, the real problem is that there are TONS of cretins who come out at night, and very few of them are enrolled in college (the presumable aim of this measure).

Or we could just hold EVERYBODY accountable for their own actions and let decent people live their lives in relative peace. College kids who drink beer aren't the problem, the problem is college kids who drink beer and then piss on your house, throw a rock through your window, etc..
Just like Section 8 recipients aren't ALL the problem, but Section 8 recipients who destroy their residences/devalue their neighborhoods (they can always get a new one as long as someone else is paying) are the problem.
Assigning social values to people based on where (on the social engineering spreadsheet that dictates culpability) they are, as opposed to what they do is THE problem. But, since we're dealing with issues that involve classism, reverse-racism (let's face it, the Justice system in MA is essentially a form of reparations by tolerating criminal activity by minorities) and just plain refusal to admit that past policies have failed, we'll get nowhere.

I gotta agree with Lincoln on this one. We have allowed our city to pretty much become the low income housing capital of the Northeast and it has had a negative effect on just about every aspect of urban living within Worcester. I would say it's the number two thing that makes our city a shitty city. Number one being our own apathy.

Point well taken. I read more into your post than I should have. I agree that criminals undermine the quality of life in this city. What I don't buy into is that ridding our city of section 8 and underclass is some sort of panecea for a livable city. Strict crime enforcement, (using the laws already at hand), home-ownership and a friendly business environment are the tools which will make Worcester a livable, if not good, city.

worcester has been blue collar for several decades. housing that is section 8 is so because people bought those blue collar 3 family homes built in the 20s and complexes built in the 50s 60s and 70s and took advantage of a government program that reduces their risk as an owner.

"We" don't give a shit about living in the urban core. "We" vote (or for the most part don't vote at all) for public officials who instead of coming up with plans to resuscitate a dying urban core like so many in our country have done since suburban flight have instead created the town of Worcester and the city of Worcester and operate them like two distinct municipalities. Worcester still has suburban flight daily except it is in the form of urban renters living in the city and then becoming homeowners out in the county. I am not talking about the past few decades, that is no different then any other city, I am talking about the past few years and what they will do to the next ten.
Gardner/Kilby/Hammond, The Burwick Building, the Odd Fellows Building, the old factory rehab on May street, the completely gorgeous duplexes on Chatham St, the old Hotel that Arts Worcester is currently in on Main. All of these are recent, some still in development.
If I have said it once I will say it 100 times. Shit is never going to change, never ever ever going to change until we have at least one urban neighborhood in this city densely populated with people between the ages of 25 and 40 who support themselves. The two most vibrant urban neighborhoods in the city, for better or worse, are Highland St and Main South and you can credit that almost exclusively to who lives there.
Why is this such a hard concept to grasp?

i understand what ur saying but i really do think section 8 has a lot to do with it. no "force" is going to change the nature of the demographic until major changes occur.
remember section 8 housing isnt just created by some boogie monster pulling strings or the old people that vote locally. its created by lazy landlords that dont want to maintain their apartments and aside from passing a basic function code check from the board of health, update or improve them. section 8 "benefits" both.
its my opnion that if there were to be laws or some form of legislation aimed at changing an area as u describe, i would start by overhauling section 8. worcester's lush multifamily landscape is way to apt for it to be exploited.
